Krusher,
El paipo were certainly in operation 1970-1972. Not sure if they existed before or after. It's difficult to get any detailed info on this era at Newport. Rod's rumage through magazine ads may yield updated info. It may be an earlier model because the shape is typically a bit more teardropped from what I have seen.

A quick look suggests 1968 for this shape. Rail coloring showed up in Surfer Magazine adverts between summer of 1968 and summer of 1969. The tear drop emerged in 1969 advertisements. This is far from a definitive analysis -- just a quick look. Compare with the Planing Machine.
From Surfer Magazine, vol 9, no 4, pg 8 (Sept 1968), in a full page advertisement.

The more parallel rails of Krusher's example does suggest an earlier model. The planing machine ad is an interesting board - looks fairly modern.
It would be interesting to see the bottom - the fin might give more clues.
