Robert Hosking, featured on this page: http://home.brisnet.com.au/~bgreen/bgpa ... .shtml#nsw was the nephew of Dr. Huntly Gordon Higgins and sent me a copied scrapbook page which contained a couple of photos, including this one. Robert enlarged it for me. It's possible he also sent this photo to someone else.
